The People Under the Stairs is the story of a young boy (Fool) from the ghetto and takes place on his 13th birthday. In an attempted burglary (along with two others) of the home of his familys evil landlords, he becomes trapped inside their large suburban house and discovers the secret of the "children" that the insane brother and sister have been "rearing" under the stairs.

A young boy helps his sisters boyfriend burgle the house of their money grabbing landlord on the boys 13th birthday. The house is a cross between that of the Adams Family and Fort Knox.. The burglars manage to get in but they cannot get out. The owners return. Locked inside the house, unable to escape, the boy witnesses the horrific habits of the owners, and the numerous caged "people under the stairs".
